Volyn Regional Perinatal Center Construction The demographic situation in the Volyn Oblast is still hard: high general mortality level causes the negative population natural increase; there is no decreasing tendency in child morbidity; child disability level is still high. At that the birth rate in Volyn Oblast during the last 10 years is traditionally higher than the average index in Ukraine (the 2005 birth rate index in Ukraine – 9.0; the 2006 birth rate index in the Volyn Oblast – 13.2). During last years our region has made some progress in nursing newborns. The evident is the infant mortality index decreasing, which in 2006 was 7.91 per 1000 neonates (in Ukraine – 10.1). However, the further improvement of rendering qualitative specialized help to newborns is possible only on condition of timely revealing women with pregnancy complications, determining the necessary therapy, choosing the appropriate pregnancy and delivery approach, supplying mothers, fetuses and newborns with everything required according to contemporary achievements of medical science and practice. 
The future perinatal center model As the above-mentioned principles of perinatal help can be the most efficiently realized in a perinatal center, the oblast authorities took a decision in 2000 to create such a center in the Volyn Regional Children’s Territorial Medical Center which already has the Neonatal Center caring for premature and sick newborns. Besides the Neonatal Center the Perinatal Center project included Regional Center of Family Planning and Human Reproduction, Regional Women’s Consultation with a specialised diagnostic department and Delivery Hospital per 100 beds to manage the hardest cases of perinatal pathology. The Volyn Perinatal Center construction began in June 2001; its initial cost was 25 million hryvnyas. Recently a decision has been made to reduce the amount of construction work by reducing 2 floors (from 6 to 4) in the main building of the Delivery Hospital and 10 rooms on each floor. In such a way the construction now includes building the Delivery Hospital per 60 beds, the Women’s Consultation per 200 visits a day, a laundry and a transformer substation. 
The perinatal center building site in March 2007 The construction work is conducted on the territory of the Volyn Regional Children’s Territorial Medical Center. The originality of the project lies in the possibility to use the existing communications, services and departments that makes the project mush cheaper. Taking into account the limited funds, during 2000-2006 there was attracted 1,000,397 hryvnyas from off-budget funds which were used to make the null cycle. In relation to the above-mentioned, in order to realize state maternal and child health programs the Regional Health Care Department and administration of the Volyn Regional Children’s Territorial Medical Center have made everything possible to render perinatal services in the facility. Since 2002 the Regional Center of Family Planning and Human Reproduction began its work; its diagnostic base has improved as well. There were opened and equipped with contemporary instruments the Centralized Department of Clinical Microbiology and the Laboratory of Medical Genetics, Immunology, Endocrinology and Clinical Biochemistry, where the most contemporary tests can be done including those related to the reproductive health problems. Also there works the Department of Uninvasive Diagnostic Treatment Methods. Due to realizing the Ukrainian-Swiss Perinatal Project we greatly improved the Neonatal Center equipment with new devices for transporting newborns and caring for premature and sick neonates. In recent years there were no funds for the construction. Following our requests Volyn Regional Rada deputies addressed the Verkhovna Rada of Ukraine, Cabinet of Ministers of Ukraine regarding planning in the State Budget funds to continue the Perinatal Center construction in Lutsk. It's hard to overestimate the importance of the Volyn Perinatal Center construction which is recognized by the Ministry of Health of Ukraine and international community to be the pilot project with later spreading all over Ukraine. The existence of the contemporary specialized subdivision within the regional health care system will considerable influence the improvement of the reproductive health indices. It will allow rendering perinatal services (solving family planning problems, pregnancy prediction, securing high risk deliveries, timely birth defects diagnosing and correcting) on the European level.
